As construction at the Oceanfront continues, the City of Virginia Beach appreciates your patience. These new projects will prime the infrastructure and public facilities to grow and thrive over the City’s second 60 years.

What's Changing?


There will be numerous Public Works projects in the Resort Area beginning early spring and continuing into 2024. More than 500 parking spaces will be lost due to construction at the 19th Street surface lot. 

The City wants to ensure visitors know that despite the dust and debris, businesses at the Oceanfront are still open and ready to welcome them. You may see signs at the Resort Area with messages such as “Pardon the mess as we build our future,” and “Building our VB Future.”

Parking Rates

Parking rates have also been updated to simplify your experience. All City-owned parking in the Resort Area is now $2/hour. Additionally, Parking Management has introduced dynamic pricing for resort garages and lots during special events and weekends. During peak parking demand times on the weekends and special events, the City will charge a daily flat rate at the garages and lots.

In June 2022, the City Council adopted an ordinance allowing the City Manager to direct dynamic pricing up to $22 per day. The proposed rates and dates were reviewed and endorsed by the Resort Advisory Commission’s (RAC) Transportation, Pedestrian, and Parking Committee (TPPC) on Jan. 26, 2023.

Note: Free on-street parking is available along Atlantic Avenue from Nov. 1 to March 31.

From 11 a.m. to 11 p.m., two-hour parking is available — and will be marked with signage — along the outside southbound lane of Atlantic Avenue from 5th Street to 38th Street, with some exceptions.

The blocks between 10th and 11th Streets, 19th and 22nd Streets, and 29th and 31st Streets will not have free on-street parking on Atlantic Avenue during this time.

Pay for Parking Ahead of Time

Visitors are encouraged to use the VBGo and ParkMobile apps to help them find parking in real time, and easily pay for their parking space.


VBGo, the City’s events and parking app, allows users to ‘Text to pay’ for parking. It’s a simple, contactless transaction.
